I'm thinking to start an online contest in order to get one of my websites known better. How can I promote this contest? Which are the best websites I can upload my contest? Are there any legal related issues with the contest prizes and winner selection?

I have registered with postgenius, but the site looks a little bit spammy. Means that The first 20 proposed blogs I have looked at, did not have any relevant content or so. More over, the page rank of the blogs is wrongly calculated (shows the actual PR +2) so if a site has PR 2, postegenius shows it at 4. Didn't convince me at all.

I think the best way is on a targeted Facebook Fan Page with thousands of likes. Another way is to try media buys or on fiverr
