    But, Isn't it only for designs review etc. I jus wanna announce my site's opening. Like "solitations & announcements" for directories!

    Anything can be reviewed in the review forum, that is why there is a sub-section for sites.

    You sound more like "I want to advertise/announce(?)", no, you can't do that.

    If you want a review on your forum, post in Reviews' subsection – Websites.
