Where to place outbound links?

I'm about to start exchanging links with others and need some input about where to place the outbound links.

A lot of my sites have a couple of more or less static pages, i.e. there's no blog flow available, not even a blogroll ;)

Of course, I could produce additional static pages or place the outbound links in the existing content, but what if I'm lazy or don't wanna send my visitors straight away to the linked urls? Would it be sufficient to create a new page where I place all the outbound links? What would you think if you were about to trade links with someone using a dedicated link page, is it ok?

You could set up a Links Page, name it as "Link Partners", and put all your links up there.

Create a link page and fearlessly put outbound links. Why do you not want to send traffic to linked site. Would you except the same for you? Though a top secret, a simple visitor does not go to your link page and if goes by chance, will never click any link. Though a link builder will go and click many time for the purpose of collected webmaster's ids.

Create a link page. Name it Link or resources. You can put your outbound links there.

Will this reduce your domains page rank in some way?
