Please advice me a web host and a hosting plan which could satisfy
    my needs
Website size more than 20 Gb still rising
Members downloads multiple and huge files

Earlier I have done a mistake of hosting my site on a Shared server
The web host deleted my files without warning (bad memories)
I was willing to pay more but the web host refunded my hosting fees without solid reasons. "He said we can't host you"
I have to do lot of refunds

I want to restart my membership site but now a very reliable and good hosting plans

( Please advice me what to choose And how much monthly I spend)

    You need at least VPS.

But if you wanted to be comfortable, its advisable to use CDN such as amazon s3

Yes - you do require at least a VPS server or even a semi or dedicated server. This is the only way to be guaranteed usable limits, [eg Hard drive space, traffic, CPU usage, RAM, emails etc] avoiding the problems you had on the shared server.

Search the net for the best pricing for these services and contact the host to ask questions and gauge the quality of the feedback and the time it takes them to respond. This is a good indication of future treatment. You should also discuss your sites requirements before signing up with a host to be assured you are buying the correct VPS/Dedicated server plan etc. Plus please note that most hosts charge these type of larger plans out by the month and there is normally no MBG during this period - so be prepared to lose that first months fee it things do not work out - and keep back-ups.

The type of information a host will need in order to best advise you on your hosting plan is:

Disk Space -site size, type of site, software required to run it etc
    DataBase - type and size
Traffic - visitor numbers and tasks performed by them on the site
Server Platform - any special requirements
Control Panel - any special requirements
Email - bulk requirement if any
Dedicated IP - requirements if any
    SSL - requirements if any
Server support services required if any

Most of this can easily be resolved when contacting the hosts - often via their live chat facility or by contacting their sales or support staff.

    Good luck.

    :)

Well , i think its not the problem with shared server , your host is seriously bad.
You need a good host that doesn't restricts you like that.
Go to myhostbots.com and check their platinum plan , i am pretty sure you'll be happy there.
If by any chance you exceed your limits or want more they are not going to delete your account or say goodbye , they'll give you customised solutions.
Plus they have a good support
