Where to hire someone, to get me links?

    What would be a good forum, or place to post up my requirements, and have someone find me links?

    I'm going to try sitepoint, anywhere else that link specialists might hang out?

    I do have rather specific requirements, but i also have a nice budget.

    So my question is, where should I put this to get the people I need?
