Could you not perhaps post the project as a job contract with an employment agency? If you know the approximate duration of the project then you'd be able to lay out all the specifications of the programmer you required. Just an idea...

u shouldnt be telling programmers what to use, cpp or csharp or anything else, its their choice. actually this is a first 'test' to distinguish newbies, if they cant explain what they are going to use, move on to the next coder
What if Fryman wants to integrate some stuff with the cpp? Do you not think it's better to find a balance for the information provided where the freelancer can still get a grasp of what is required of them but not so much that any guy on the net can't start quoting prices for the work.
