    Stay the hell away from sites like rentacoder and freelancer

    Go look at some CSS Design galleries or the like. Csszengarden.com Cssgallery.com CSsreboot.com

    Find something that catches your eye and contact the person who developed the site. That's how I found the designer who I'm currently working with. www.JP33.com

    It might be a bit more expensive, but look at the quality of work.

    I agree with Sigma- Sitepoint.com is a solid place to find a designer. If you want the cheapest of cheapest, then try the getafreelancer.com . But there is nothing wrong with Sitepoint. They do charge $10 for you to post a hiring but that really isn't much considering alot of people will apply for your inquiry.

    I can't say about the rest of the lot but, I have worked on Scriptlance for long.
    If you value your money...stay out of it as far as possible.

    I have worked there both as a programmer and webmaster and they do have BIG BIG FLAWS in their system. Keep your eyes open and check out their own forum, you will understand what I mean.
