I'm sure you can do much better than that. No obvious CMS but you could build it with anything. It's essentially an article directory.
Start with a business plan. What is missing from the existing finance sites? Do you have the information they need? and that's before you even start on design.
I'm more interested in the technical matter now. My guess is that these sites aggregate content from other sites.
Sarahk is right, this site looks like a standard business directory. You can use websites like softwaresuggest, alternativeto or hotscripts to find the suitable software for your project. There is a wide selection of scripts with similar functionality.
