I mean, is there a type of website that list promoters open to promote products and services by different categories (besides fiverr). I don't mean any specific type of promoter.
There is also upwork.com, of course. But if you google "list of blogs" or something like that, you will come across many, many lists of bloggers, some of whom can be paid or otherwise worked with to promote your products/services. You can do the same with a search for "list of social media influencers" to get many lists and ads for databases full of these folks, as well.
