If you're using godaddy shared hosting then php.ini would be not there, you have to create one & write the codes inside it & save it.Its easy just open notepad & save it as 'php.ini' where php is a file name & ini is a extension for it.Upload it to your root, once uploaded successfully it would be applied for your a/c.Hope this helps you!

    Good Luck!

It's looking like an Windows Hosting? then it should be in the PHP directory ... that can be in Program Files 9x86)/PHP , or in C:\PHP depending where it's put.
Can you use the search function for php.ini ?
