Where to find file to edit for the Welcome message to non-logged in visitors

    I've been looking forever and can not find the place where I edit the welcome, please register message at the top of my forum.

    To be more specific it is this text on my forum currently:
    over at Battleforums

    You can edit the message via Notices Manager.

    I see that that has a ton of customization options to do this.. and that's great. But for some reason there is another section that is doing this for my specific forum
