Where to find developer/site?

    Do places like guru and elance work?

    Site 1 is a spoof dating site.

    I am looking for a main page and a standard dating site and DB, where I can enter profiles.

    On the main page, I want to have a banner, searching the database based on criteria, some of the small profiles on the main page, news. etc.

    Somthing like this template:

    And if this works, I am happy to buy a template and have someone customize.

    Site 2 is a simple website where people can upload photo/video.

    This one is going to feature pictures taken by users of celebrities - all the pictures have one common theme. Here is what I need:

    1. A very simple look. Its a humor site.

    2. I want to allow the users to describe the picture, have the ability comment on the picture myself, and then have a "comments" section for each picture. Just like this system: http://www.collegehumor.com/upload

    3. The main page will be something like this http://www.collegehumor.com/pictures but I would like it to have the pictures bigger, have a place for their story and for my comments, and a user comment system (more like a blog). I do want space on the right side for ads, additional content (like a contest announcement).

    4. I would like to be able to have the number of views tracked, so people can see "most viewed"

    5. I would like for the photos to have "keywords" attached so they can be tracked and searched, like blog posts.

    6. I would also like the ability to post video - ideally I would get the video, then post it on youtube, then play it through a portal on my site.

    Where do I go? I can't post in buy/sell yet - so is elance and guru the best?
