It sound like hiring writers in Elance.com is not cheap i believe but the quality is reliable.I don't know about writelance.com and else.
The quality depends on what you ask for. You can get cheap, ok articles - or costly hight quality articles. Guess the rule "you get what you pay for" is valid here.
