well i'm running a website that doesn't really have much of a niche, not much of a traffic base either. and ive never done blog commenting before, but i hear it's a very powerful SEO tool. how do i go abouts finding blogs to comment on?
Search in Google for your keyword + "powered by Wordpress" As little as your niche could be I'm sure you will still find some (remotely) related blogs to comment on.
There are tools out there that will help you find them you may have to invest but it could pay off in the end.

you can search like inurl:blog "keyword " "comment on" this also. There are some Google commands you can use this also.

You may want to look into sticking to a niche. Either that or you will have to spend a TON of time building an authority site. For blog comments: Dofellow, Scrapebox, Comment Kahuna, Fast Blog Finder.
If you want to try blogs, than you can search them Google, but comment on blogs that are related to your niche only.
According to me, use your "keywords" to search blogs. Try to comment on most relevant blog posts, do not spam and use anchor tag or simple URL in post.
