Where can I find a script (or something else) to build this kind of websites?
On this site users can sign up, add wallpapers, comment, rate and more.

Hi, yes I tried to visit hotscripts but the fact is, I'm not an expert webmaster and I don't know if I need a php script os another else. I don't know how to browse these sites to find the specific script I need

 

The site you are referring to is built in php. You might want to try and learn some basics of php first. Regadless of what type of website or script you get you are going to have to do some work on it.

You could possibly use a rate my photo turnkey and change it around a bit. There is a rate my photo free turnkey on my website www.webmaster-files.com

 

If you really want to you can use phpbb (easy forum software) and add the picture preview and/or attachment mod. Both are free and reliable.
