Nowhere. If I have a great targeted email list, why would I sell it to you for a couple of hundred bucks, if I can make thousands off of it? You can try list brokers, but I doubt the quality will be of any good.
Most of these so called lists you can buy are useless .. I have tried a few in the past and they just don't deliver. best thing to do is build YOUR OWN mailing list ..... another option is to approach people you know that build lists and ask them directly how much they would charge to send out a message for you ... make sure they are reputable of course .. hope that helps.

Yes, you need to be creative in getting leads. The free report is a good one but as you'll find it's being done by everyone so it's less effective than it used to be. You can offer things like membership to a protected site for free as that has more perceived value. Other than that, focus on things like ad swaps to increase your list size rapidly. List building is not easy - even if you have money to invest in a list it still takes time to build a good, responsive list.

Old addresses are often used by email providers to check for spammers. Purchasing lists is a quick way to get yourself on black lists. I recommend double opt in .. it is is harder. but it pays off.
