Where to find a flash person?

I have a flash file I got as part of a "mega pack." I want to use it to fill an empty domain. Where can I find someone to do the work? I see lots of other trades here on dp but not so much flash people.

Any suggestions? And what is the going rate for this type of work?
No design work, just text editing mostly.

What sort of Flash file is it? There are a lot of variables to consider when making a quote.
