Where to do list swaps?

I have an email list on my aweber account of around 300 growing at around 5-10/day.

I was hoping to find other people in my niche with similar lists so we could cross promote each other. Where can I do something like this?

On a similar point, I am starting a list in a new niche. At what number of subscribers will i be able to perform ad swaps?

Cheers Jasonb. At what point is it best to start doing adswaps? Especially with my new list should I start looking straight away or wait until i have x number of subscribers
