you can use proxy at your system and work on your website..................make it as your home page then you don't need a foreign ip traffic or else ...........................try some search in google for website traffic..............

 

There are tons of PTC websites that offer geo-targeting. You can use them, however these sources are not regarded as the best quality of traffic.

 

I don't support your decision to by traffic, because it is unethical.

 

Depends what kind of traffic (whats the targeted market) and the country / contries you want the traffic from. A small example: Google has a regional engine for more or less all the countries in the world ( more or less I say because I don't know them all ) . Let's say you need traffic from Japan , then go to http://www.google.co.jp/ , get next to you a translator ... and get busy searching they're market.

 

google adwords is best where you can customize your traffic needs and only allow traffic from selected countries or even cities etc .

further you can SEO to foreign directories and yellow pages to get natural traffic .
