Have you tried http://www.like4like.org? You can either do like and share exchanges or buy points to pay for them.

 

Best targeted place to buy Facebook traffic is Facebook itself. Do you want like to your fan page or traffic to your website?
I do not suggest exchange sites. They are crap.It is better to have 10 good people following your site rather than 50 fake people or bot.

 

I should have probably said this in my previous post as well. Using social sharing exchanges will completely nullify your page insights on Facebook. I totally agree with xtragudboi - you should buy your traffic on Facebook. You should start off with Facebook PPC. Then you know exactly how much traffic you are getting and you can measure it. When you are happy that you have an effective ad you should switch to Facebook pay per impressions. You get 1000 impression for 30 cents or something equally ridiculously as cheap. This works best with squeeze pages for list building.

I've read so much on several forums about
"buying" Facebook 'likes.'

It seem to me that the Facebook establishment
would be completely against such an unfair practice,
wouldn't they?

You can facebook traffic from sites like Fiverr.com where you can get "n" of likes or unlimited traffic for just 5 $ but thats's not genuine.
Its a gradual process and with time passing by you can increase the visibility, traffic and leads itself.
