    I think you have a unverified paypal account, so it asks for your credit card. Go and tell a domain registrar that you have a unverified paypal. They might help you

    My recommendation is internetbs.net. I have several domains registered there. They offers a cheap price with free who.is protected. And sure, they accept paypal :) If you verify your paypal using your CC, you should't have any problem with godaddy. CMIIW
