With the right ad on the right keyword, you can get $0.01 CPC on Google. Traffic from adult sites will typically be more expensive than that. I'd also suggest looking at AdBrite. Some of their options might work for you.
You can get 1 cent clicks with Exoclick, but be sure to set the geotargeting correctly otherwise they'll all come from Russia and Turkey.
Why dont you go to bidvertiser, you can get $20 free credits if you join them. Or you can just try first, if the result is not good, then you can just forget about it, at least you are getting some traffic from the free credits

You can try with ExoClick. It will be hard to get US clicks at $0.01 but if you will build campaigns based on many keywords and bid for $0.011 then maybe it will work.
