I know where to appraise English domain names - I go to Moniker.com, Sedo.com or EchoArts.com. But is there a company that can appraise Russian name - especially .COM? These mentioned guys do appraise them too - but I wanted to know if there is a specialized Russian appraisal service?

No, there is no such service in Russia. All you'll find is Russian ripoffs. Also, what do you mean by a Russian domain with a .com suffix? If you are going to promote a .com domain in Russia, it's not a good idea, because Russians sort of don't like .com domains. All major Internet projects in Russia have the .ru suffix in their domain names, not .com. Also, when Russians search for something, their default search engine is either yandex.ru, or rambler.ru, or google.ru (not google.com), google.ru being the third popularity-wise. So when a Russian googles, they use google.ru, which means that the top results are almost always sites with the .ru suffix, not .com.
If you're going to promote a website in Russia, the domain name must not only be a Russian word/phrase, but it should be a domain with the .ru suffix; otherwise, you won't get any traffic.
