Where should the meta tags placed?

    Should meta tags ie. <title>, <meta description>, <meta keywords> etc. be placed between "<html> & </html>" and "<head> & </head>" OR can they be placed at the top of the page before <html> and <head> and does SE accept it this way.

    They need to be placed between the <head> tags.

    If they are not between the <head> tag will these pages not recognised by SE.

    NO.
    At least I don't think so anyway.
    They have to be placed betweed the <head> tags in order for your code to be correct.

    They should definitly be in the <head> section. It may not make any difference in what order but personally I like to put the <title> first followed by the META Description then the META Keywords and then any other information such as content type, style sheet links, etc. This way the title, description and keywords are the first thing picked up by the spiders.
