Find someone willing to pay $20 to get something done, and find another person willing to do it for $10-$15. That way if you get stiffed by the person who wants something done, you can still afford to pay the person working for you, and you have gained the trust of a contact you can go to next time you want something done. theres loads of sites for sale on here for less than $20 and with the change buy good traffic then flip it for a profit and build from there

Buy .info domain for 2 bucks (godady.com), and two months of proxy hosting (15 bucks - techentrance.com). Put adsense on the main page and promote your proxy on proxy toplists (tech-faq.com) By the end of the month you will have 50-100 bucks with one proxy. It is what I would do.
With $20 maybe you can buy a gallon of gas. a twelve pack. and some pizza. and pray you get another sale
