Where is the line drawn with a "content-rich" page?

OK, i've seen many sites with ads placed on pages with hardly any content at all. What i wanted to know is where is the line drawn?
You see i have a javascript popup which opens with a video on. I would like to place an ad below this video. So the page would basically be an embedded video with the adsense ad? Would this be allowed? As there is hardly any content?
I would also like to do the same for my games by placing an ad either side ofe ach game and one below it on a popup window. Therefore the content on these pages will only consist of a game and three adsense ads. Is this allowed?
If not i intend to write a few lines about the game at the top to make sure it is "content-rich" although i would like to avoid this!
Can anyone help me out here?

    Ad Placement

    * Up to three ad units may be displayed on each Web site page.
    * A maximum of two Google AdSense for search boxes may be placed on a page.
    * A single link unit may be placed on each Web site page, in addition to the ad units and search boxes specified above. Link units are considered to be 'Google ads' for purposes of these program policies.
    * A single referral button per product may be placed on a page up to a maximum of 4 buttons, in addition to the ad units, search boxes, and link units specified above. Referral buttons are considered to be ‘Google ads’ for purposes of these program policies.
    * No Google ad may be placed on any non-content-based pages.
    * No Google ad or Google search box may be displayed on any domain parking websites, pop-ups, pop-unders, or in any email.
    * No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant.
    * Elements on a page must not obscure any portion of the ads, and the ad colors must be such that any ad elements, including text and URL, are visible.
    * Clicks on Google ads must not result in a new browser window being launched.

Thanks for that then. So what about not on a pop-up page. Say a site header, a video, and ads?

You need to have some content so that AdSense can work out what ads to display. If there is no content, then it will rely on keywords in the URL, Title and Meta tags. Read the TOS carefully...

I have seen it done, but you could probably only find the true answer by reading the AdSense program policies. However, there are clauses in the policies that state things like "No Google ad may be placed on any non-content-based pages." I'm not sure if it's safe to assume that you are building "non-content-based pages" or not, but to be sure, I would recommend reading the entire program policies page, it would be better than trusting that other people will give you the correct answers. Or at least if someone could point you to where you could find the exact answer.

Have you tried other product affiliate programs to boost your earnings while still allowing the freedom to set the site up the way you want? Some program policies allow for what you are doing, and may be worth checking out - such as Amazon or other "product-based" programs instead of "content-based" programs. Just a thought!
