    Yes they do, once you have been though the tutorials and learnt CSS you will understand how to construct a website using CSS. Then you will be able to make a site and upload it to zen garden...

    I personally learned from W3 schools. They are kind of the authority on valid scripting and programming, so I decided if I were to learn from someone it would be them.
