In my experience as a writer, the freelance job posting boards like elance, getafreelancer, and so on tend to be filled with poor-quality writers and low-paying jobs. You might find a good beginner there, but beginners tend to move on quickly to find generally higher-paying sites.

The links above by jhmattern are all my "secret places to find work", haha. :D I've seen many great writers lurking there and posting comments once in a while, so I think you'd have a good chance at getting top-notch writers if you're willing to pay for them.

Craigslist ads are a good idea, but try to make it clear what exactly you want. I read a post on one of my favorite freelancing sites that's all about creating a good job ad, called "10 Things to Consider When Placing a Freelance Writing Job Ad". I can't post links yet, but Google it and you'll find it :)

The other option that I haven't seen suggested is to try a content creation site like Constant Content, where you'll probably be paying more ($15-$40 per article is a normal range), but the content you get is always fantastic. I'm a writer there and I've watched many writers come to CC from lower-paying boards... and stay there. The articles are required to pass very (take my word for it... VERY!) strict editing, plagiarism checks, and so on. Only the best writers stick it out, so private requesting an author there usually gives great results.

Just a few thoughts, I hope they help. :)

The grammatical errors and English mistakes in this writing services ad send up red flags for me. If the ad isn't professional, the writing's going to be the same. Also, the fact that they're willing to write students' term papers and assignments make raise my hackles. No amount of money would convince someone with ethical boundaries to help a student cheat.

Couldn't help myself there... rant over! :D
