    Creativity can't be learned, you need to develop it. I suggest you to first learn the basics of photoshop (for that you can visit lynda.com tutorials or just search google.com )
    After you get hold of the basics, You can go through the creative websites present on the web which will help you design your own creative web designs.

    I would consider learning Fireworks if I was you. It was built for web and the workflow is superior to PS for web work. It's a part of the Adobe Creative Suite.

    BTW: No one can teach you for creativity!!
    You have to get inspired from good designs and need to use your own imagination to show some creative things on your design.
