Where I can write opinion about other member? One guy want to cheat me. I want to show you proof. Can I do that here?

Most people choose to do that sort of thing here in General Chat.
Be aware that attacks against another member are likely to lead to you receiving an infraction. If you're prepared to take that risk then go for it....

I think he means don't trust anyone but yourself.
It's not quite that bad around here, but you should certainly be very cautious about who you deal with around here. Don't rely on rep and iTrader alone - delve a little deeper.
