Well, if you asking me where to find the tutorial, I have no Idea where to refer you.. But I think it is just a simple tint effect which you can approach using "black and white command" , or multiple layers with adjusted hue/saturation... It should be easy...

looks like the smart sharpen + reduce noise filters used in those pictures (filters from photoshop).. saturation is changed to get the more vibrant colours effect. hope that helps :3
Thank you very very much.I wasn't coming online here that didn't say thanks any way I think I got it how to do it.This effect can be done easily in Photoshop CS series but Photoshop 7.0 it's little hard to do it and I used Photoshop 7.0 that why I was in tense how to do exactly like this.anyway thanks for you time
