PhPBB and VanillaForum are free forum software programs. You just have to foot the bill for webhosting. There are also lots of web hosting companies offering hosting services at $3-$5 per month. Wirenine is a good one.
Many webhosting providers allow adult hosting between 3-10 dollars a month. Unfortunately you are just not going to find a good free host, it has nothing to do with the type of content you are showing. Free hosts are not worth it at all with shared hosting being so cheap these days.
As HSJason said above, most free hosts dont allow adult material because they're using the ToS from their host. So best thing for you would defently be to go to a paid host such as myself who allow such material
