If you are trying to install it on a live web server, use fantastico or Joomla install script.. This will save you lots of time on configs and uploads.
Recommend adding Akeeba AdminTools extension after you install to make upgrading to the latest Joomla version a snap.
you could also use Softaculous or installatron as well they are just like fantastico but can provide you will more options in addition to also installing joomla
