I've picked up a few jobs on DP. I find the competition to be pretty stiff even taking into account experience and other value added features I offer. I have had the best luck developing software for clients in real life. I would suggest networking with local businesses and finding out what they need.
There is getafreelancer.com too. However, finding local clients is much better than finding work online. If you are looking for long term freelancing, then you should focus on local clients. I don't say that finding freelance development work online is not good. What I'm saying is that you will have lot of competition and it will be difficult to get a job in your niche.
GAF is terrible if you are the freelancer. There are so many people from 3rd world countries that can afford to work for $1 per hour, and will work 20 hours per day for it. If you are not desperate you can't compete with these people. On the other hand, if you are looking to hire a freelancer, it is golden.

In Holland we have a dutch php forum. It has a subforum dedicated to projects. Otherwise, find a creative person who's good with photoshop and HTML and work together as freelance webdesigners. That's how we started. I already typed how to start (leverage your network etc) based on this principle in a previous post. Look through all my posts to find that one if you're interested.
I here ya, thats why I stopped using sites like these, and just use forums. I did use guru.com and elance.
I've done well picking up jobs here. Build a reputation and you will soon have too much work to do. Offer free help at times too, and people will learn that they can trust you.
