Try Freelancer. You can find high-quality, English-proficient writers from places like Eastern Europe, the Philippines, and Pakistan. I would not recommend India however, based on personal experience.

 

You could always look through the Content Creation area of this forum since it seems there's plenty of people there offering a high number of articles for almost nothing.

Overall though, as UK Writer said, you get what you pay for. I just can't understand why so many people dismiss the work that writers put into what they do that they feel they don't deserve to get paid sufficiently for it. I understand you have a budget but the rest of us still have to put gas in our cars and food on our tables.

What is your budget? i know couple of writers who are good at what they do. however they are in 3 to 5 cent a word range.
