There are a lot of forums devoted to writing. Those forums tend to attract a higher quality of writer than the kind you find on webmaster boards - they're writers who write because they love it, rather than because they have heard it's an easy way to make money. If you're looking to hire a writer of that calibre, you'd have to be willing to pay more than the $0.01/word that's common on a webmaster board. Job ads for lower paid gigs really don't go down well on writer's boards.
