Where do the Sponsored Links come from?

I have a question I want to ask that has been bothering me for a long time.
Many websites have a list of Sponsored Links that appear on them (for instance, parked GoDaddy pages). I'm just wondering where these ads come from. They don't appear to be part of AdSense or YPN. I've also seen similar ones on numerous other websites. My guess is that they are PPC, is that correct?
    Here is one example: http://healthinsurancebids.com
I got the URL from the BusinessWeek article on Click Fraud.

When you sign up for Google's AdSense, you can choose if your ads should be shown only on Google's site (under sponsored links next to the "normal" search results) or if you will allow them to put your ads also on other sites.
