I tried to find PHP programmers here, but i got only few offers and seems they were invalid. Then i tried to create bid on some freelance sites, and there i got 0 bids.
Then i find company which already have basic version of script which i want developed, but when i asked them can they do advanced version of script, they said they have it but how they have exclusive contract with one client and how they cant sale that script.I losing ideas,is it only way to do this to learn php programming by self?

Freelancing sites have the lowest rates I have seen in my life. I wonder how you didn't got any BID. Really curious to know your rates

Well i got 0 bids on scriptlance,so i sended invite to top programmers and i got bid from one company which gived me bid which was 190$ more of my budget(which was 500$)but it was included design with it.Also i did get some bids on project4hire but didn't noticed it since i was not getting any mail about it,plus once i examined them i think they were all invalid.
Anyway,i hired that company on scriptlance which was only one who answered on script lance. We agreed on design+programming, first design of frontpage and if i approve design, then i send 25% of entire amount to their paypal, and once code is done then they show me demo and i send rest of amount. So they made design,i liked it and paid 25%(172.50$) as i agreed.Yesterday i sended them full details about how script should look and company manager said how coders are on work.I hope this will work and i wont be screwed :)

The problem is good programmers (for any language) aren't looking for work, as they are already well paid and have more work than they can do. It all comes back to the age old saying, "You get what you pay for."
