I think what you should be seeking is targeted traffic. There are many techniques for marketing to that type of sources once you identify where it resides. If you're looking for cheap traffic that's exactly what you'll get. But you'll only be wasting your money.

There are some website out there that claim that they can promote certain numbers of targeted traffic within specific locations. Based on the review on the internet there is mixed result. I personally use Maxvisits as their cost is very reasonable and some buyers made sales from their traffic. Just try out but do not overspend your budget.
A philosopher is an expert in philosophy, I don't think this would apply to @JoeSpirit. But a philosopher is also a person who is rational and calm under trying circumstances, and Joe has indeed proven that he is. (at least to me)
I would advise you not to buy traffic cheap or otherwise. You need targeted traffic. To get targeted traffic you will need to advertise your brand by writing content on your website. I have found that social media traffic works, but with some limits. As far as news article posts go, it seems to be that it is about 1 in 500 of your social media audience is going to actually click the link. So, for instance, if you have 15,000 people total as followers across your social media empire, you can expect 30-ish clicks per post. It isn't much, but it is something! My experience is just with news reports, and I'm not really a 'breaking news' brand new news kind of source, so your mileage will vary.
If you sell a product or a service, Facebook ads is a good source. Very cheap traffic is not profitable.
Reach out to forums, newspapers, and communities to spread more about you and get a backlink at the same time.Guest blogging is also one of the most useful method, email outreach to influencers.
Forums will get you a trickle of traffic but not much more than that these days. I haven't used guest blogging for some time. I expect traffic from that source is relative to forum posting. If you use newspapers you'll need a very memorable URL if you expect to get any appreciable numbers.
