Where did the reinclusion requests go?

I was just looking to reinclude a site that got dropped from google last year. After a complete site rebuild and waiting long enough for some links to die, I went to this page: http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=35843 to start a reinclusion request.

The problem is that the instructions say to use the option in webmaster tools but that option just isn't there from what I can see. Does anyone know where this has gone?

And on a similar topic, as I searched for the form I ran across many people who have been banned from google for various reasons and got really annoyed (again) with google's paid links and paid reviews policies.

Some people say that it's google's index and they can do with it what they want, but that's really not true.

When one company has that much influence and uses that influence to block business models that conflict with their own business model, that is now an antitrust issue.

That is exactly why Microsoft had so many problems when they used Windows to promote MSN. What they ended up doing was including links to aol, etc.

I say that for Google to say you can't be in their index because your income is based on selling links and reviews (despite their editorial value) and since paid links let people buy their way into top results therefore your site must be banned is a huge abuse of their power.

The fact is that these bans have done little to improve google's search results and in my opinion have even made them worse (except for the guaranteed wikipedia entry on whatever you search for).

Furthermore, buying exposure is the way the world works. If you want TV exposure you have to buy it. Even if you help sponsor some PBS show you still get a short commercial out of it. And for a song to get good radio play, money most certainly changes hands.

So yeah the site of mine that got banned probably deserved to be banned because I was inexperienced when I set it up, but I have plenty of other sites where I buy and sell links. And if I had an opportunity to do a paid review I would do it. If google thinks those paid links or that paid review mean my site doesn't deserve to be indexed, well then to hell with them, because that's my business model.

So anyway... does anyone know where that reinclusion link is? :)
