when you use the keyword tool, the lower volume ones will be toward the bottom- with the new advanced features, you can see a graph of the search volume for each word. These low volume ones will be cheaper. Of course, the best way to go is find mid to high volume ones and write ads that are good enough to get high CTRs like 5-10% and then you won't be paying too much to be on the first page.
