i believe only namecheap and godaddy always the one doing the promotion . But after sopa and the domain price increase by ICANN.. look like the domain promotion been stop quite sometime.

1and1.com has some cheap prices.. I think now they're like 7 bucks but they often have sales. Back in Nov. they had .coms for $1. After that, they were 3 bucks... Just have to watch them and see what the deals are... ONly setback with them is they don't allow you to directly change your name servers. You insert your name servers and they update them. This can sometimes take 24 hours. I've seen 48 hours sometimes. Sucks if you're trying got build a quick site...
