Where Can This Wordpress Theme?

I'm trying to find a theme to can be easily customized from my dashboard (a theme that, when uploaded, provides an extra "options" tab under "Design"). Where can I find a theme like this? Even if I have to pay for it.

I just signed up with Wordpress today and I've realized that it's next to IMPOSSIBLE to find a free template with customizable widths, header area, and column number. Are pay-for-templates the only templates that will provide the most customizable features? And if so, where can I find a nice offering of pay-for templates?

Also, how expensive might it be to have someone create a custom template for you and where might a find people offering this service?
