You could rent a dedicated server (or maybe a VPS) and install VMware to run WinXP as a virtual machine.

Pick up a cheap Windows 2003 hosting plan somewhere which will more than likely come with Terminal Services installed for remote administration. Terminal Services = Remote Desktop. I've got a fairly inexpensive Windows 2003 server co-located in a datacenter that I use for this specific purpose. Renting a box from someone though should give you the same end result.

Amazon EC2 offers Windows - has really fast connection to the internet and you only pay for what you use. They recently made all inbound traffic free.

 

If you need a virtual desktop running windows with unlimited bandwidth try slyos.com only 3€ per month and internet speed is really fast

 

Just to save anyone else the time and trouble - slyos is not what I understood it to be - you cannot run this as a virtual machine - ie you cannot run your own programs on the machine. This is not what I would translate as a remote computer if you can't run your own programs on it.
