is it considered bad ettiquite to pm someone to exchange links if they have a relavant site in their signature? Related question and not trying to hijack...I just learned what a thread hijack was.

here are some one way directories which are good. Most are free but the paid ones are more than worth it. otherwise find webmasters with related or semi-related sites and PM them. and btw ... don't comment on the look of my page, I pasted the html code from my yahoo! email account
I took your advice and registered with these guys (the free one) a couple of days ago ....... although I usually stay away from link exchange software and sites. I like to do all the hard work myself, you see. But, a few link requests a day (hopefully) can't hurt, I suppose. How long do they usually take to activate your membership?

Don't let people come to you, come to other people. There are a couple link exchange programs floating around that allows you to find links based on PR, etc.
Make sure you have information for exchanging links on your links page(s). I have gotten quite a few requests directly from that.
You can find some link partners at my link exchange resourse. Although it is called uk link exchange there are people looking for links worldwide in the database. There is no cost, no backlink needed or anything similar, just type in your keywords for your site and you will get a list of sites looking to trade links. All sites are owner submitted so you will get an almost 100% success rate.
