Where can I hire the best & most professional programmers? I'm not talking about your everyday average programmer who offer their basic services here in the DP forums. I'm talking about people who can create something like Twitter, FaceBook, etc.
I still believe the best thing to do is use Google to find accredited professional firms who can draft the spec, meet deadlines and have a reputation. You will probably pay more, but at least you will get what you want. However here are some quick reviews of the sorts of websites we have used to hire coders/designers/programmers, and just some VERY QUICK thoughts and opinions on them. Rent-a-coder Great reputation system, probably the largest source of professionals, expect to pay a bit more, the downside is you HAVE to know what you want, and what you are talking about. Guru FULL of people who don't speak English well, underquote on a job and don't know what they are talking about. There are some good value workers here, but you have to dig around to find them. Also the website is quick and easy to use. oDesk Good for finding people to work on hourly projects. It has a good system for finding people qualified to do a job. Be prepared to spend as much time writing lengthy instructions though, because there is a tendancy for operators to waste time. eLance Probably the best, because their qualifications system is top notch. There are some companies that use this website to send out tenders for projects worth tens of thousands of dollars. I am sure we could give more websites but that is it from the top of my head.

Their are University students capable of such things. They are your best bet as they likely do not command the large sums of money they are worth. Also, there is a fairly epic difference between cloning twitter and cloning facebook. Twitter is easy to clone, facebook, not so much.
I would suggest you Guru or Limeexchange . there you can see premium members, they are enough capable to do such kind of apps.

I suggest asking for sample work (source code - even for a basic application), that usually separates the ones who know a thing or two and buzz words from those who actually know what they are doing. Of course if you don't know enough to determine if something is of good quality this wont work.
I think one of the issues with your request is the public at large seems to not agree on what is "the best and most professional programmer". Some would say that this is someone who is cheap and doesn't complain. Some would say that this is someone who is very knowledgeable yet will present reality to you as far as difficulty and costs, focusing on quality and not jerking around the customer. Someone would say this is someone who gives you exactly what you want whenever you want it. The first category is EASY to find on the Internet but it comes at the expense of lower quality work in general and your business basically getting what they pay for. Few programmers (myself included) fit into the second category. The third category is where most "professional" developers seem to fit and is characteristic of many software shops attempting solely to build a reputation for fully fulfilling a customer's wishes. However, development in the 3rd category results in work that looks polished but has lots of bugs under the hood. In the end, it depends on what is most important to you. If you want the first category, just sign on the dotted line on any online site with the cheapest guy with the quickest turnaround time you can find. If you want the second category, I suggest doing what savageman123 suggests as well and that is giving kind of a small assignment or project to determine worthiness and just truly trying to get what the programmer's focus is. If you want the third, hire any software shop with average to above average reviews/customer satisfaction.

I guess there are so many professionals programmers here but some of them are not really committed to the client.Some of them always passed it on the projects to other freelancers.In DP it is cheap freelancers and clients don't need to pay bills just to hire or work on clients in compare to some freelance sites.I'd like to be on that list of "pro" that can work on your projects.
Freelance websites help you to hire experience and skilled programmers. Post your project details in freelance websites, allow programmers to bid on the projects. After screening the programmers details choose the best programmer who suites to your requirement and give project to that programmer.

Its not hard to find the top accredited agencies but you really won't be looking for them on the likes of elance or guru.... strangely their corporate clients don't tend to look at those types of sites but be prepared to pay up to usd$250 per hour for them and that they will have overheads such as project managers to pay for.
