Where can I get the "privacy policy link " and how to put it

I don't know how to get the privacy policy link and how to put it in my blog :

You can take this text and customize it:

Just make a post and backdate it so it is the earliest post on your blog. Then place a link to that post in your sidebar or footer.

 

You need to put it in sidebar by creating a page manually. There is no automated tool for it.
