where can I get opt-in lists?

I am new to internet marketing and creatin lists, is there any free or low cost ways to creat a list for my niche?

If you buy a list, you are walking on thin ice. They didn't opt in to you, they opted in to someone else. But, you can approach someone with a list and ask them to mail for you, then create your own list from there.
