    You mean a custom extension? (.dp) like "example.dp"?

    If so, try ICANN, check out their Information Center about the new gTLD program. 
    I believe you need to have infrastructure in place to qualify for the program and I think it costs around $150,000 or so per custom gTLD. So if your getting a couple of them, make sure you choose good ones.

    I'd probably start here first, then you may want to download the Applicant Guidebook to see if you qualify.

    I suppose that Seo and namepros can be good places for you to buy and sell various domain names at reasonable rates..
