I love themeforest because they offer landing pages. You just buy the html template and place your text and images into it. If you don't know html you can find a great programmer on here that can take care of that for you. There are also a ton of different sites that provide you with hosting and design for your landing page. I use one.. I think it's called Instapage.. or something like that.

My first thought is to check BST section of the forum. Then you can look at freelancer.com and odesk.com - post your job and choose the best candidate.
There are some wordpress themes out there that can help build them pretty quick. Optimize press, profits theme and such... Make sure the copy is benefit oriented and helps solve a problem. But if you don't want to do the work... outsource it. Ditto to all the rest above
